Anderby Parish Council

Minutes Of The Meeting Of Anderby Parish Council  Held Via “Zoom” On 21st September 2020

 

Due to the uncertainty of the spread of Covid-19/Coronavirus and in order to limit the risk to members of the public and elected council members the Parish Council meeting on the above date was held via video conference facility “Zoom”. 

 

There was no Public Forum as no members of the public or press had requested to join the meeting by sending an e-mail to anderbyparishcouncil@gmail.com by 05.00pm on Monday 21st September 2020.

 

Present via “Zoom”:   

Councillors: G. Fisher (Acting Chairman), D. Wood, Gwen Fisher, J. Hayes, C. Sears, L Johnson.  Also, present County Cllr C. Davie.

 

  1. Apologies For Absence – Cllrs D. Simmonds and Dist Cllr P. Hibbert-Greaves offered their apologies.

 

  1. Declaration Of Interest – None received.

 

  1. To Agree The Notes Of Last Meeting - The Minutes of the meeting held on 20th July 2020 were unanimously approved and will be signed by the Chairman when restrictions are lifted.

 

  1. Clerks Report On Matters Outstanding

 

  1. Traffic calming / speeding through Anderby Village:  Clerk had contacted Speed Sign installers reference position of the Speed Signs.  These had been agreed prior to installation however it was felt that they were in the wrong location.  The cost to recalibrate or re position them would be very costly at £395.00 plus VAT, this did not include the reposition if required of the posts.  Cllrs C. Sears and J. Hayes to consult with LCC Community Speed Watch for advice on the issue.
  2. Additional Rubbish Bins for Anderby Village; A form had been submitted by clerk to ELDC on this matter, no further information had been received.  Clerk to contact Dist Cllr P Hibbert-Greaves to investigate this.
  3. Barriers: This is an ongoing issue; Environment Agency require a licence to proceed.  Parish Council are willing to pay for the installation of the barrier s however believe the licences were going to be provided by LCCP.  Cllr D. Wood to chase this up.  County Cllr C. Davie will also investigate this matter.
  4. AGAR External Audit:  Clerk had sent in the required forms and was awaiting the final report. – Matter ongoing.
  5. Horses on the beach: Cllr C. Sears had investigated this and the riding of horses on the beach is permitted between 09.00am and 06.00pm.  The issue of their riders not removing their waste is still an ongoing issue.  County Cllr C. Davie said that the Byelaws were being updated as to the entry points for beach entrances for horses was being looked at.
  6. 40 MPH Speed Sign entry to Anderby Village: Now fixed matter closed.
  7. Parish Web site update:  Clerk outlined the new requirements for the web site to be more easily accessible.  This means a complete update to be carried out by 31st December 2020.  Clerk will update members on progress at next meeting.

 

  1. To Receive Reports From Representatives Of Outside Bodies – County Cllr C. Davie said new Byelaws in process.  There will also be new guidelines announced by Prime Minister on Coronavirus in his address on 22nd September 2020.  The subject of an overflow car park to manage the parking in the area was being looked at for 2021.  More Cycle Paths were being looked at.

 

  1. Reports From Other Meetings
    1. The Acting Chair Cllr G Fisher and Cllr D. Wood held a meeting with LCC Highways about the parking and car park issues at Anderby Creek.  They agreed to put in a report on the issue, matter ongoing.
    2. Cllr D. Wood had been asked the owners of Anderby Beach Café (ABC) for a copy of the sound recording of the June PC, Cllr. Wood explained that the recordings were deleted when the minutes were signed off at the July Meeting.  He offered a copy of the paper minutes.  ABC are in process of setting up the web cam but will comply with the Statutory guidelines before to going live.

 

  1. Correspondence
  1. Environment Agency – Lincolnshire Beach Management – Investigation Works: This is to look at the coastal erosion along the coast.  Cllr D. Wood posted this information on Social media.
  2. Sand at Coastal Sites: Strong winds had blown sand onto various locations including the ramp at Anderby Creek.  LCC looking into this removal.
  3. London Hearts are a charity organization who would like to work with Parish Councils to place more life saving defibrillators for use.  They are offering a grant of £200.00 towards purchases.  There are already two in the area, one in Anderby Village and one in Anderby Creek.  Members asked that these may need new batteries, Clerk to ask if this grant can be used for the maintenance of these.

 

  1. Noise Nuisance – Cllr D. Wood had received complaints from residents regarding the loud music being played outside Popa’s Bar in Anderby Creek.  This has now been resolved and the music has been moved inside.  Matter closed.

 

  1. Finance - Retrospective approval for payments made during August 2020.  Clerk asked that members approve the following payments made during August 20 when there was no Parish Meeting:
  1. 14th August 2020 – Cllr L. Johnson (Expenses) - £30.00
  2. 18th August 2020 – Robert Aldrich Garden Maintenance (Grass cutting) - £285.70

Approval for these payments was approved by council.

 

  1. Planning And Maintenance – The Coastal Zone Local Development Order dated 2nd September 2020 was discussed by council.  The purpose of the order is to assist holiday parks in their recovery from the economic impact of Coronavirus 19 and broader regeneration of the area.  It encourages local planning authorities to exercise their discretion in relation to planning applications to extend the summer season.  Members concerns are that with an extended season the parking issues will be escalated.  Clerk make comments on this on behalf of the Parish Council and residents.

 

  1.  Council Standing Orders And Policy Documents – Clerk had checked through these documents and had sent them electronically to members.  There had been no changes for 2020.  This was approved by council.  Cllr Wood will send around a form for members to sign and date as read current documents.

 

  1. AOB – The following issues were raised by members:
  1. NHS Test & Trace – New guidelines and an app was being launched and residents are encouraged to upload the app onto their phones
  2. Parish cemetery – Alford Undertakers had received a call reference the new grave of Mrs P Reilly and that the grass needed tending on the grave.  This was discussed by council and whilst the council maintain the grass and hedges within the cemetery, individual graves are the responsibility of internee’s family.  There is a small party of volunteers who do work around the church and cemetery and if possible, they will help where they can on this.  Clerk to inform Alford Undertakers.
  3. “Dog on beach Signs” Anderby Creek – They need replacing, Cllr D. Wood to chase these up.

 

  1. Date Of Next Meeting – It was agreed that the next meeting would be on Monday 19th October 2020 subject to confirmation
