MINUTES OF THE MEETING OF ANDERBY PARISH COUNCIL
HELD VIA “ZOOM” ON 19th APRIL 2021
There was no Public Forum as no members of the public or press had requested to join the meeting by sending an e-mail to anderbyparishcouncil@gmail.com by 05.00pm on Saturday 17th April 2021.
Present via “Zoom”:
Councillors: G. Fisher (Acting Chairman), D. Wood, Gwen Fisher, J. Hayes, L Johnson, K. Bullimore. Also, present County Cllr Colin Davie, District Cllr Paul Hibbert-Greaves.
Chairman’s Remarks – Chairman thanked all for attending this meeting.
- APOLGIES FOR ABSENCE- None received.
- DECLARATION OF INTEREST – None received.
- TO AGREE THE NOTES OF LAST MEETING - The Minutes of the meeting held on 15th March 2021 were unanimously approved and will be signed by the Chairman when restrictions are lifted.
- CLERKS REPORT ON MATTERS OUTSTANDING
- Additional Rubbish Bins for Anderby; a reply email received from ELDC that they have approved the application only because of the amount of time we have waited for a decision. However, there are provisos:
- The Parish need to purchase and site the bins and they must be ELDC preferred type/standard.
- Any serious misuse (bulk dropping of waste, commercial waste), ELDC will stop providing a service to these two bins.
- If the bins are vandalised, ELDC will not replace them.
Whilst the Parish Council are not happy with this reply they are happy to proceed and purchase two new bins.Parish Clerk to email ELDC for a price.
- Barriers: This is an ongoing issue; Cllr D. Wood is speaking to the Environment Agency to resolve this so that the beach can be safe for all users especially those who are disabled and can enjoy the beach thanks to the beach mat purchased last year.
- LCCP – Coastal Access Sites and Parking: Letter received from LCC and Cllr C Davie gave an update. New procedures are being looked at with respect to the car parks and ticketing arrangements. The preferred method is for car park users to pay by phone. It is hoped that everything will be in place by June 2021.
- Yellow Lines in Anderby Creek: Still waiting the ones on left of Sea Road to be put in. These are in the LCC Highways plan. Matter on going.
- TO RECEIVE REPORTS FROM REPRESENTATIVES OF OUTSIDE BODIES – Nothing to report other than what already covered.
- REPORTS FROM OTHER MEETINGS – Nothing to report other than what already covered.
- CORRESPONDENCE
- Anderby Creek Car Park Full signs: These had now been provided and are in use as required. It was suggested that a “Dead End” sign be placed at beginning of Sea Road entry to Anderby Creek to inform visitors. Clerk to contact LCC Highways on this.
- Environment Agency – Use of Anderby Creek car park for compound: Request received to use part of the car park for a compound whilst the do boreholes to check the structure of the Anderby outfall. Approval given and the PC will be kept updated as things are finally planned.
- Cloud Bar: Anderby Creek: Now has New panels and locks fitted. Parish Council may be asked to take on the maintenance of the Cloud Bar. Matter ongoing.
- Anderby Creek Toilets and other concerns: Email received 1st April 2021 from resident about concerns that the toilets not opened, they have now been opened. Also had concerns that caravan owners not being allowed to get their caravans ready for 12th April 2021 site opening. The resident informed that sites were following government guidelines and instructions. Also had concerns that Marsh Yard to Anderby Creek was not part of the inspection of sea defences. The Parish Council informed the resident that this does come under their remit but comes under LCCP. Matter closed.
- Community Groups in Lincolnshire: Email received asking Parish Council to complete a survey. Closing date before Parish Meeting could discuss, matter closed.
- Defunct road signs Huttoft Bank: Matter closed.
- FINANCIAL MATTERS
- To agree Annual Accounts to end of year March 2021: Council agreed that the Financial Statement presented at April 2021 Parish Meeting was the Annual Accounts to March 2021.
- To External Auditor dates for 2021 and agree documents to be used: Council agreed that final date for submission of External Audit documents was June 2021 and that we would submit a Part 2 exemption audit.
- To agree and sign the Governance Statement: Clerk had sent this to all members prior to meeting and it was agreed by all at the meeting that could be signed by the Chair and RFO (Clerk).
- SPEED INDICATORS ANDERBY VILLAGE - Cllr J. Hayes had spoken to Community Speed watch with a view to having the Speed Indicators in Anderby Village moved to a different location. One post had been erected and the signs can now be moved, Cllr D. Wood will assist in this. The 2 other posts were delivered but had been stolen, replacements are on the way. Final costs had not been submitted yet. Matter ongoing.
- ANDERBY CHURCH TREES – Some of the Church yard Ash trees had been cut back. A second batch of trees also need to be cut back. Cllrs D. Wood to obtain an invoice for work already carried out and quotes for the new work required. Matter ongoing.
- LAYBY ANDERBY VILLAGE - The layby by the Church needs refurbishing as the surface is now very poor. This was looked at 2 years ago and quotes obtained from three contractors. The cheapest cost then was £18,000.00 to do the whole work. The cost would have now gone up. The Parish Council does not have that sort of money so after some discussion this was put on hold until funds become available.
- AGM/ANNUAL PARISH MEETING – Under Government Guidelines Face to Face meetings are permitted after 17th May2021. Discussions took place as to whether this could be achieved. Previously the AGM and Annual Parish meeting has been held in Anderby Village Hall. Cllr J. Hayes to speak to Village Hall committee to see if this is possible. If it is the hall will need to meet current guidelines. As an alternative the AGM/Annual Parish Meeting will have to take place via ZOOM before the 6th May 2021. A final statement on this will be published as soon as possible.
- DATE OF NEXT MEETING – See Item 12 above.
- AOB – Cllr G. Fisher is arranging for “Dog Waste” signs to be printed and put up around the villages to encourage dog owners to take their dog waste home or use dog bins provided.
