PARISH COUNCIL AGENDA
- Apologies for absence
Cllrs Rushton. Hayes
Cllrs Present: Cllrs Fisher, Johnson, Wood, Davie, and Dawson
- To receive Declaration of Interests
- Notes of meeting held on May 2023 to be approved as Minutes
So approved
- To receive reports from outside bodies
Cllr Dawson (ELDC) – Introduced himself as our new District Councillor and promised to attend as many PC meetings as was possible.
Cllr Davie (LCC) – Reported back that the road closure scheduled for June and July is to be re-examined and Richard Fenwick looking into it.
LCC Childrens Services has just received an ‘Outstanding’ rating from Ofsted
Latest from the Drainage Board – the sea defences in this area are degrading faster than expected because of the use of aerated concrete used in their construction in the 70’s. Funding has been secured from the EA to get some technical advice on strengthening the sea defences.
Meeting next week to discuss the proposed ‘Pylon Line’ and substation etc.
A reminder that the economy of this area is vitally linked to Tourism and on shore wind turbines (proposed by Labor), and the pylons etc will have a negative impact on the visual amenity and therefore will affect tourist numbers. A reminder that all of these ‘Green’ energies fail when the wind is too strong 9Turbines), or the temp goes above 31*(solar panels), and because the energy they supply is intermittent, the Country still needs to have Gas/nuclear/Oil electricity generators on line.
Interestingly, new figures show that Solar Panels need 30 years of operation to achieve ‘pay back’ and the Energy Companies are now seeking min 60 year licences for these solar farms.
The eastern Coast is a very important bird migration route – and this area is due to receive a UNESCO special site designation over the next few years.
- Reports from Councillors re external meetings
Cllr Wood - It has been agreed with Matthew Davey to erect new signage for the car parking machines – Anderby Creek taking more than at Huttoft and customers are paying for their parking with 50% card and 50% cash.
Transactions however are down 8-900 for the same period last year.
- Query about Horses on the beach during summer?
A query was raised about horses riding on the beaches- especially onto Wolla Bank – there is a bye law from ELDC but ignored by at least 2 riding stables – Field Farm and Orchard Farm.
Cllr Dawson to look into this – especially as no fee is paid for this usage yet the donkey man at Skegness does pay.
- Query from Cllr Hayes re: Rejuvenate/Grass cutting/Island
Matthew Davey(LCC) and David Miller(Linc Wildlife Trust) have agreed to a Team approach to making the Island a more attractive feature with Mr Miller working on a planting schedule, and Mr Davey supplying a membrane to help supress weeds etc. A suggestion of having a large cordyline plant to be the centre piece will be reviewed as the cost of a full grown specimen will be around £3000 and so this needs external funding. It was also pointed out that cordyline may not be the right type of plant due to the salty winds etc.
- Zurich Insurance update
The Clerk has found a cheaper policy (on line only) for smaller Parishes and the original £310 quote from Zurich has now been reduced to £241 for the same COVER. Details have been circulated to all Councillors and the bill paid by the Clerk in the first instance to secure the contract.
- Update on funding for outdoor Gym
Application still active but applications have been oversubscribed so now looking at TK funding method. More feed back expected in 4-5 weeks.
- To approve payment of accounts:
- To Village Hall for supplying the wine at the AGM (£40) Agreed
- To pay Robert Aldridge (£293.70) Agreed
- East Lindsey DC for Election costs (£48.50) Agreed but Clerk to query this as Orby in a similar position but have not been charged.
- Zurich Insurance (£241.00) Agreed
- Date of next meeting Monday 17th July 2023
- Any other business for discussion only or next agenda
