Notice is given that the Parish Council meeting took place on:
Monday 21 st November 2022
Village Hall, Anderby Village.
Prior to the meeting there was a Public Forum commencing at 7.00 pm during this time Members of
the public could ask questions or make short statements to the Council.
Public Forum discussion:
Residents in Anderby Village are concerned about the number of cars and vans from one household
parked on the road on a bend, a query to one of the vehicles being seen with commercial for
sale/sold signs on. These vehicles present as a hazard to passing cars/vehicles. Concerns also raised
of if a caravan in the garden at the same property is being used for living in. Query raised to if this
would require planning permission. These issues have been emailed to Alan who aims to gain advice
from Joy Parker – enforcement. Residents advised they can also email enforcement to give info and
gain advice.
The council meeting commenced at 7.15pm.

PARISH COUNCIL AGENDA

5 – To receive reports from outside bodies.
Cllr G Williams :
People asking about ELDC budgets, the report looks sound with contingency and reserves in the
budget for essential services until the Spring.
Energy – have been buying ahead, this will end in approx. 6 months then anticipating a big jump
in costs.
Materials – prices and availability of materials needed for projects are a barrier. This is the cause
for delays on Roman Bank as it has been difficult to source Tarmac.
Capital Projects – VAT so far has not been affected however where it will be in the future is
unsure.
There has been a big increase in staff costs, wages are being negotiated at this time. More
information will be gained at the next meeting.
Council moving from Tenna Hall to Horncastle in the new year, Tenna Hall will be up for sale.
Asylum seekers – the public are raising concerns to councils that along with hotels in Skegness
accommodating alylum seekers they have worries another hotel in Skegness and one in Chapel
St Leonards are also going to be homing more. The concerns around this are how this may affect
tourism if even more hotels are not available to accommodate holiday makers. Business owners
in Skegness are particularly worried about how less tourism will affect their business. There are
no known plans for any further hotels to be used than already is at this time however there can
be no notification until asylum seekers as taken to the hotels.
Question by the public at meeting – ‘we have heard Butlins will be also used for accommodating
asylum seeker and also some closed holiday sites’. There is no evidence of this and would be
highly unlikely due to the flood risks in the area hence why most sites are closed for the winter
months.
Covid vaccination boosters – people have been experiencing limited availability to book their
booster on-line. When there is no availability the on-line system will show available slots in
Boston or areas further away. Advised if this happens to keep checking daily rather than book and
travel long distances as new appointments are updated as and when they are available in the
local vicinity.
6 - Approval of the minutes from the October meeting of APC.
Approved.
7 – Updates on actions from previous meetings.
Discussion around the speed cameras in Anderby Village and now they can be dropped/moved
easily. Plans to move the one opposite the Village Hall to further down in the village and re-
programming of the flashing system.
Simon Fields has agreed to water the flower tubs to be placed at the entrance to Anderby Village.
Beach wheelchair – information to be shared with all the caravan sites in the area so holiday
makers, owners are aware and to determine interest.
8 – Reports from Councillors re: external meetings.
Meeting with Matthew David re: Island, Anderby Creek. Matthew shared LCC are happy with the
plans to continue.
9 – Information about the Outer Dowsing Wind Farm and its impact on the local community.
From meetings attended no difference from how Tritton Knoll was can be seen. A and B plans
for locality are Hogsthorpe and South Wolla Bank Landing. The National Grid will say where they
want to Substations and connections to be. Substations will be buried underground with cables
under the beach and sand dunes to the windmills. The company have stated on land they will do
anything to not to have to touch any buildings.
Residents at the meeting shared their concerns for if lorries travel through the village and how
they felt the paperwork sent to residents ‘felt bullyish like a compulsory order’.
The company like for Tritton Knoll have offered that anything they can do for the community
they will. More meetings are to take place.
10 –Mud on the road at Sandy Lane.
This has been caused by lorries turning near Carpet Alley. A resident is planning to stone where
the muddy area is. There are also plans to put steps into Carpet Alley to make it safer to cross
due to how the incline has now gone.
11- Update on the redesign of Anderby Creek roundabout.
Plans shown of the redesign – see attached to minutes Appendix A.
New quote for changes are within budget and work to start at the end of January 2023 to keep
within budget timescales.
Pro former invoice/VAT number needed – Cllr L Johnson will request this. Agreed spend of £4600
plus VAT to be claimed back.
12- Discussion on any fundraising/grant’s requirements and the District Councillor Grant
application.
Alan has the forms. Paperwork to be submitted for Notice boards – new one near Flo Gas. To go
to grant officer for agreement.
13- Notice Boards.
Cllr J Hayes was going to ask what paint had been used on notice boards previously. No feedback
due to Cllr J Hayes being away. Cllr Woods will obtain white paint for lettering, aim to complete
when there are a few good weather days.
14 – Finance: To approve payment of accounts:
A:any checks required for immediate action.
Approved from rejuvenation fund - £36 compost and £15 for bulbs, both for new flower beds.
B: Retrospective approval for payment to RAGS.
Payment made for usual quarterly fee.

Monday 16 th January 2023, no meeting in December 2022.
