MINUTES OF THE MEETING OF ANDERBY PARISH COUNCIL

ANNUAL PARISH MEETING

HELD AT THE PARISH CURCH OF SAINT ANDREW ON 21ST JUNE 2021

 

Due to the partial lifting of Covid-19/Coronavirus the Annual Parish Meeting and Parish Council Meeting were held on the above date at The Parish Church of Saint Andrew.

 

Present:   

Councillors: G. Fisher (Chairman), D. Wood, Gwen Fisher, J. Hayes.  Also, present District Cllrs Paul Hibbert-Greaves Graham Williams.

 

INTERVIEW OF COUNCILLOR CANDIDATE: Having received only one (1) applicant for the vacant Councillor position Ms. Angela Ruston was asked to attend an interview prior to the start of The Annual Parish Meeting.  Following the interview Ms. Angela Huston was co-opted onto the Parish Council with immediate effect subject to ELDC approval.

 

ANNUAL PARISH MEETING: The Annual Parish Meeting was opened at 07.00pm by the Chairman.  There were no members of the public in attendance despite the meeting being advertised on Parish notice boards and website.  Annual Parish Meeting cancelled at 07.15pm.

 

CHAIRMAN’S REMARKS – Chairman thanked all for attending this meeting and for all the work they had done during a very troubled year.  He also formally welcomed both Cllr Karla Bullimore and newly co-opted Councillor Angela Ruston to the Parish Council and looked forward to working with them and hope that they contribute to the villages. 

 

  1. APOLGIES FOR ABSENCE- Apologies received from County Cllr C. Davie, Cllrs L. Johnson and K. Bullimore.

 

  1. DECLARATION OF INTEREST – None received.

 

  1. TO AGREE THE NOTES OF LAST MEETING - The Minutes of the meeting held on 4th May 2021 were unanimously approved and will be signed by the Chairman when restrictions are lifted.

 

  1. CLERKS REPORT ON MATTERS OUTSTANDING:

 

  1. “Dog Waste” signs: The Chair thanked Dist Cllr P. Hibbert-Greaves for the use of Ingoldmells “Dog Waste” sign template and stated he had placed numerous signs around the villages.
  2. Speeding through Anderby Village: Cllr J. Hayes said that new posts in position and the “Solar Signs” could now be repositioned.  Cllrs Fisher and Woods offered to move the signs.  Matter on-going.

 

 

  1. TO RECEIVE REPORTS FROM OUTSIDE BODIES:

 

  1. Dist. Cllr P. Hibbert-Greaves said nothing to report only that there was a possibility of “Dog Wardens” was being looked at under an ELDC Public Space Order.  He will update council when more information available.
  2. Dist. Cllr G. Williams introduced himself to council and outlined the on-going “pothole” situation within Lincolnshire. LCC have an outstanding list of potholes that require filling.  They are carrying out trials on new methods to fill the holes.  He will update council when more information available.  He also said the NHS were setting up a “listening clinic” to hear patient complaints.

 

  1. REPORTS FROM OTHER MEETINGS – Cllr D. Wood said the “Litter Pick” had been carried out and was a great success.

 

  1. GENERAL CORRESPONDENCE:

 

  1.  Parking Charges – The Council discussed these at length and were still not happy with the way these charges are going to be taken, however, the charges and procedures have now been set. 
  2. Environment Agency Compound:  This has now been postponed until September 2021.
  3. Yellow Lines - Anderby Creek:  There was a gap in the Yellow Lines along Sea Road which was an issue as LCC Highways had been painting Yellow Lines everywhere else.  Since the Parish Meeting this has now been redressed.
  4. Parish Councillor Vacancy:  Following the advertisement of the vacancy Ms. Angela Huston had been co-opted onto the Parish Council at the beginning of the Annual Parish Meeting tonight (see page 1 of these minutes).

 

  1. FINANCIAL MATTERS
  1. The following payments were approved:
    1. M. Smith – Parish Clerk: £986.70 salary & expenses -April to June 2021
    2. Robert Aldrich (Garden Maintenance): £293.70 – Grass cutting April to May 2021.
    3. Zurich Municipal (Insurance): £276.77 Insurance June 21 to May 22.
  2. External Audit Part 2 Exemption 2020/21 – Clerk had sent these to the Auditor and awaits report.
  3. New Laptop, Printer and Laminator:  The ones currently being used belong to Mumby Parish Council.  Parish Clerk proposed that the council need to purchase their own equipment.  Council agreed and set aside a budget of £500.00 for this.

 

  1. HIGHWAYS AND AREA MAINTENANCE:
    1. Refurbishment of Parish Notice boards:  These were going to be refurbished prior to lockdown in March 2020.  They are now in desperate need of refurbishment.  Cllr D. Wood would obtain a quote for this work.
    2. Roundabout at Anderby Creek: Cllr L. Johnson had raised this via email.  G. Fisher said that LCC had been notified about the state of the roundabout.  Matter on-going.
    3. Churchyard Trees: A bid for funds has been entered for the Triton knoll community fund, to help with the cutting of the trees and we await the outcome of this.  Nothing more can be done with the trees until September due to birds nesting.  Cllr J. Hayes will speak to parishioners about a possible “wildlife flower area” in the corner of the church yard.

 

 

 

  1. Flower Planter:  There are several “Flower Planters” around the villages that need some tender care.  These fall under Rejuvenation budget/plans and Cllr A. Ruston will investigate this.  Cllr Gwen Fisher will speak to Flo-Gas about the one outside their compound with a view to them sponsoring this area.

 

  1. DATE OF NEXT MEETING – The next Parish Meeting will be held in the Church subject to confirmation on Monday 19th July 2021.

 

  1. AOB:
    1. Cllr D. Wood said that there had been several cases of members of the public riding motorcycles along Sandy Lane.  He will contact ELDC as to who has responsibility for monitoring this and enforce it.  He will also chase up the barrier etc on the walkway.
    2. Waste Bins: The number and positions need to be discussed at the next meeting.
    3. Due to his upcoming move back to the Midlands the Parish Clerk offered his resignation from the Parish Council with effect of 30th June 2021.  Under the terms of his contract, he is required to give 3 months’ notice to allow for Parish Council to find and train a suitable replacement.  He thanked the Parish Council members for all their help given to him over the last few years and wished them all the best for the future.  He will now place adverts to find a suitable replacement for council to interview and select.  The Chair and members thanked him for all he had done during his tenure and wished him well in his move etc.
