PARISH COUNCIL AGENDA

  1. Notes of meeting held on May 2022 (AGM) to be approved as Minutes

Unanimously approved.

  1. To receive reports from outside bodies

Cllr Williams (ELDC) stated:

The £150 C/T rebate has been issued to 99.5% of the Residents in the area. This money was delayed because of staff shortages but anyone in the right bracket and a bona fide account (39000 households) should have received this monies and if not, they should report it to ELDC.  

The Towns Fund £48.4m from the Government is earmarked for a raft of projects up and down the coast. For further details on these projects are on the ELDC website (400 pages).

Included in these are details for Skegness, Mablethorpe, Sutton, and the Sandilands Golf Course.

ELDC have produced a balanced budget for the year 2022-23 but inflation will possibly cause problems later on in the period. Staff salary increases of undetermined size will also impact on the figures.

The ELDC District Councillor Grant scheme is now operative for the year 2022-23 and open for applications.

  1. Update on Action Notes generated from last APC Meeting

The items on the Action Notes were discussed point by point.

All had been completed except the reporting of the construction over the drain. No response had been received over this issue from IDB so the Clerk suggested writing directly to the Dep Chair of the IDB prior to taking out an official complaint. (Agreed).

The Footpath survey requested at the AGM was under investigation, and the Clerk had put a map of acknowledged footpaths on Facebook asking FOAC and ROAC to report any issues with these.

The Resilience Forum has invited APC to take part in an exercise in Sept. 2022. The Clerk accepted this invitation on behalf of the Council and invited the representative to attend a future Council meeting.

The Village Gates were costed out at approx. £600 each.

  3. Update on Rejuvenate and Avert programmes

The amounts earmarked for Avert funds is £659.53 and the Rejuvenation funds = £1299.83

It was suggested that some of the Rejuvenation money be used to wash the place signs and re-stain the benches?

  1. Update on capital expenditure and funding for capital projects – incl details of grant issued by ELDC.

As in 7 – it was pointed out that part of the grant issued from TK was for the cleaning etc of the benches but all the money will be eaten up by the work on the main project – the Anderby Creek Roundabout.  It was suggested that Visit Lincs Coast (Nichola Macgarry) may be able to assist with this.

The recent grant from ELDC for £545 is to be used to provide plaque for the roundabout, tree canopy etc will be spent in the forthcoming year.

Cllr Johnson/Clerk emailed details of the outdoor gym requirements to Sunshine Gyms and detailed the profile of the Residents that would be using it. Awaiting quotes from them prior to the application of grants.

  1. Dog Waste Bins

The Council Chairman has been bombarded by the Residents about the shortage of dog waste bins. It was agreed that the Council would purchase 2 free standing dog bins – the Clerk to provide prices and receive authorisation via email to purchase aforesaid bins.

  1. Issues with speeding vehicles throughout the area

See report 2021- the survey provided was done in Feb 2021 – during Covid lockdown and off season. The Clerk to request another Archer Survey on the road that has no street lighting or footpaths and yet has a 40mph speed limit and not 30.

  1. Obstructed Rights of Way?

See Map and Item 5. Ongoing. Two residents have volunteered to use the map supplied and walk each of the footpaths illustrated, Cllr Wood to confirm with them.

  1. Request from Parishioners to reintroduce an old red telephone box – funding/restoration to be organised through the Facebook site ‘Anderby Creek past and present’

Agreed in principle but with the following caveats:

  • That Anderby Parish Council has no financial liability for this project
  • That the project is proved viable (funded etc) by October 2022
  • That the Group agree to cover installation and on-going maintenance (cleaning/repairs etc) in perpetuity
  • All permissions should be in place (planning etc) by October 2022
  1. Finance: VAT reclaim done and update on PAYE for Clerk

See VAT claim print. The Clerk confirms that he had completed a VAT return requesting a refund of  £857.90.

The PAYE system is now in place, although the final details had arrived that afternoon. The Clerk said it seemed complex, so he asked if his pay could be deferred until next month when he’d had the time to work through the system. Agreed.

  1. To Village Hall for supplying the wine at the AGM Approved and cheque issued
  2. To pay the Clerk’s salary - deferred
  3. To issue cheque for Zurich Insurance (pre approved) – cheque raised
  4. To pay Aldridge Gardening (£293.70) – cheque raised

  • Finch arbo. To be contacted closer to the date (end September) to book a survey on the trees – as previously agreed.
  • Sandilands – the lamp posts have started to lean because of a giant badger warren around the area. These animals need to be relocated but a re-location order needs to be received and a contact of APC (Bronwyn) has offered to take this project on  and work together with Western Power to achieve a positive outcome.
  • Beach access for wheelchairs was discussed. The sand friendly one owned by the Council needs a person to push it so not suitable for all people to gain access to the beach. The Linkage organisation has been contacted for advice.
