Graham Fisher Nominated and Seconded and unanimously voted in as APC new Chairman.

  1. Chairman’s Remarks

The Chairman welcomed everyone and thanked the Council for the hard work the previous year. He acknowledged the efforts made by the Councillors in raising funds through grant applications and promised that these efforts would continue for the following year.

Minutes approved and dutifully signed by Chairman as true.

 

  1. Clerk’s report on outstanding matters

Any outstanding matters will be brought forward onto the Action Plan for June’s meeting, but most had been completed.

 

  1. To receive reports from outside bodies

Cllr Colin Davie reported to the Council:

  • This has been yet another challenging 12 months and although it is starting to improve the impact of the increases in the cost of living are about to seriously impact on the lives of many people – in particular the massive increase in energy costs will cause issues.
  • If you have someone nearby that may be struggling – check on them – be a Good Neighbour!
  • The shortfall in Government monies paid for road improvements (25%) has been made up from LCC reserves but this cannot continue. Work is ongoing to address this shortfall.
  • A feasibility study is to be started looking at a Western Bypass around Orby.
  • The Coastal Park vision will be realised in the next 12 months.
  • Would like to express thanks to Anderby Parish Council for their efforts in improving the area by their hard work.
  • County Council are giving their support towards the development of an £800m School for Dentistry in Lincolnshire.

 

The Chairman thanked Cllr Davie for his continued and invaluable support – and added that rather than a bypass – perhaps we should be looking at mending the roads we already have and Cllr Davie said that LCC are working to get there.

 

A comment was also made about Footpaths. The new plan for the Coastal Parks is to establish new footpaths but there is a feeling that not all official footpaths are accessible. Cllr Davie asked that APC do a local exercise looking at this and then send a formal letter to him detailing any footpaths that are no longer passable etc.

 

Cars speeding through the village was flagged as an issue. Cllr Davie asked that the Clerk sends an email to his LCC address and he will discus it with his relevant Officers.

 

A query was made about car park charges at Huttoft with people finding it difficult to pay for the charges with older style (non-smart) phones. Cllr Davie replied that you could use these phones for payments, but LCC were looking at credit card pay machines to be introduced. Car park charges will be spent to improve the car parks but pointed out that damage to signage was very costly to repair/replace but the police are actively looking for the vandals that are causing this vandalism.

He added that Easter weekend recorded 1800 transactions for the Coastal Car Parks – bringing in £4500 – money we need to keep the area attractive etc. car park charges and only in force between Easter and end October between certain hours. (Except Chapel which charges all year round.)

Cllr Hayes asked if the Clerk could make contact with Steve Harris (Resilience Forum) to ask about training etc in case of emergencies.

AT 7.30 p.m. WITH A PRESENTATION FROM THE NATIONAL TRUST ABOUT SANDILANDS GOLF COURSE AND ITS CONVERSION TO A NEW NATURE RESERVE AND TOURIST/VISITOR  CENTRE.
