MINUTES OF THE MEETING OF ANDERBY PARISH COUNCIL
HELD AT THE PARISH CURCH OF SAINT ANDREW ON 19th July 2021
Present:
Councillors: G. Fisher (Chairman), D. Wood, J. Hayes, L. Johnson. A. Huston. Also, present County Cllr C. Davie and District Cllr P. Hibbert-Greaves.
CHAIRMAN’S REMARKS – The Chairman welcomed newly co-opted Councillor Angela Ruston to the Parish Council and looked forward to working with them and hope that they contribute to the villages.
- APOLGIES FOR ABSENCE- Apologies received from Dist Cllr G Williams, Cllrs Gwen Fisher and K. Bullimore.
- DECLARATION OF INTEREST – None received.
- TO AGREE THE NOTES OF LAST MEETING - The Minutes of the meeting held on 21st June 2021 were unanimously approved and will be signed by the Chairman when restrictions are lifted.
- CLERKS REPORT ON MATTERS OUTSTANDING:
- Speeding through Anderby Village: Cllr J. Hayes said that new posts in position and the “Solar Signs” could now be repositioned. Cllrs Fisher and Woods offered to move the signs. Due to increase in traffic through the village this will now be carried out in September.
- Yellow Lines in Anderby Creek: These had now been completed. No parking seems to be working.
- Environment Agency Compound: Work on beach has now been postponed until September so compound not needed till then.
- Parking Charges: These are now with LCC Planning to confirm start date.
- TO RECEIVE REPORTS FROM OUTSIDE BODIES:
- Dist. Cllr P. Hibbert-Greaves said evolution was needed and is being looked at to combine resources.
- County Cllr C. Davie outlined that LCC were looking at economic area reforms and are awaiting a white paper from Government to be published. He also agreed that Parish Councils should work more together. The Boat Shed Café at Huttoft Bank to open in August. He also said that the upward rise in Covid/ 9 cases was a worry.
- REPORTS FROM OTHER MEETINGS – Nothing to report.
- GENERAL CORRESPONDENCE
- Dirt/Quad Bikes on footpaths through Anderby Creek: Cllr D. Wood brought up this issue. He had spoken to various agencies about this problem and waiting responses. County Cllr C. Davie said that as soon as Covid/19 etc allowed agencies need to look at this problem and come up with a solution.
- Paling Fences – Anderby Creek: These have now all been replaced. Clerk to thank Matthew Davey for his help in this.
- PSPO – Dog Areas, Anderby Creek: This order is due to run out in November 2021. This was discussed by members and the clerk is to write to ELDC to inform them that the Parish Council want the PSPO renewed and that they are looking to recruit some wardens and what training is available for them.
- Parish Clerk resignation: This item is deferred till the end of meeting when a closed committee session will take place to discuss.
- FINANCIAL MATTERS
- Update on TK Grant: Cllr L. Johnson gave an update on this and said that members need to look at this in terms of long-term plans and put forward a case for this before the February 2022 deadline. Cllr J. Hayes suggest a possibility of a “wildlife” area in church yard.
- Cllr D. Wood proposed that a payment be made to the church for use of it for the holding of the Parish Meetings over the Covid/19 period. He proposed a one-off payment of £20.00, all members agreed.
- To approve Church Tree work budget and a rolling contract: This item postponed until September meeting.
- HIGHWAYS AND AREA MAINTENANCE:
- Refurbishment of Parish Notice boards: Cllr D. Wood has investigated this and was given to go ahead to get started. Dist Cllr P. Hibbert-Greaves agreed to provide £350.00 towards this. He will forward the necessary forms for this grant.
- Roundabout at Anderby Creek: Members agreed that this requires tidying up as well as other areas around the villages. Cllr A. Huston has agreed to investigate this and a budget from the Rejuvenation budget was agreed by members. A “Gardening Day” to be organised for 15th August 2021, Cllr A. Huston to organise.
- Churchyard Trees: See Item 8c above.
- Flower Planters etc: See Item 9b above.
- Royal Trees: HRM The Queen has asked that trees be planted to celebrate her 70 years as Queen. Ideas are sort as to where to plant these. One area suggested by members was the waste area opposite “Roses”, this is however private land. The Chair will speak to ELDC on this. Members were asked to investigate other areas for the next meeting.
- “Dog parking hooks” – Anderby Creek: Several dog walkers had asked about some form of “dog parking hooks” being placed outside the toilets at Anderby Creek that could be used to secure their dogs whilst they use the facility. Cllr D. Woods will investigate this.
- DATE OF NEXT MEETING – The next Parish Meeting will be held in Anderby Village Hall subject to confirmation on Monday 20th September 202
- AOB:
- Cllr D. Wood confirmed that the complaint about the dumping of asbestos by workmen on Roses Caravan park was being investigated by ELDC Enforcement.
- Parish Clerk resignation: The post of Parish Clerk had been advertised and there was only one application. The Parish Council therefore considered this applicant, Mr Alan Vassar and had all agreed that they were an ideal replacement. The council agreed that they should take up post from 1st August 2021 which would allow for all the required handover procedures to take place.
