Anderby Parish Council

Notice is given that the Parish Council meeting took place on:

Monday 26th September 2022

 Village Hall, Anderby Village.

Prior to the meeting there will be a Public Forum commencing at 7.00 pm during this time Members of the public could ask questions or make short statements to the Council.      

The council meeting commenced at 7.15pm.

Councillor Colin Davie:

‘The new car park machines will be installed shortly into the car parks at Anderby Creek and Huttoft and these will accept credit card/debit cards payments without using an app. Permits are also to be made available for residents who frequent the car parks often.

Since the introduction of charging for parking in the Coastal Car Parks – a total of £88000 has so far been taken.

It will soon be the 70 anniversary of the East Coast flooding and services will be held in Ingoldmells and the North Sea Observatory. Details to be issued soon.

The Emergency Planning Operation – due in October – will now be held in November.

Volunteers are needed and the PC will advertise on Social Media for such.

The training will be held 18 October between 6-8pm in the Anderby Village Hall.

(Steve Harris will be doing the training).

£160b has been allocated to support residents with the increase in energy costs but will not help coastal businesses because many of them close over the winter months, so they still have the overheads, but no income.

There are also planned another 5 more off shore wind farms (probably not visible from the coast) but that means more cables coming ashore of course.

All of these plans will cause chaos to the County and destroy the marvellous vistas we all now enjoy. People Power is needed to oppose these ventures – and it can be achieved, just check out the recent refusal of the planned caravan site at Hogsthorpe.’

Anderby Creek Roundabout – the PC submitted drawings for the redevelopment of this and has secured funding to achieve the changes, but the monies is only available for 12 months from receipt (Feb 2022).

The plans have now been rejected by LCC who suggest placing seating on the roundabout, which the PC think is totally unsuitable.

Cllr Wood asked for his comments to be entered into the Minutes (letter received in his absence):

  • There has been a breach of protocol in this matter and feel very strongly that Chris Miller should apologise in writing over this. Notwithstanding this, would also like to make the following comments/observations:
    • We agree to the removal of the pebbles on the border
    • We do not agree to having seating on the roundabout/island. There are 2 bench seats 12 paces away – and this grant is to improve the appearance of the aforesaid only.
    • We intend the island to become a QE11 memorial.
    • The design of put forward by the PC has been discussed with 3rd parties without our permission or direct input. The PC have now been given an ultimatum by LCC – one that will put pedestrians at risk if implemented.

Cllr Davie suggested that the Clerk ask for an on-site meeting with Matthew (LCC) emphasising that this should take place quickly as the financial deadline is fast approaching.

    1. Update on Rejuvenate and Avert programmes

Rejuvenate funds available:   £1272.85

Avert funds available:             £659.00

The new planters have arrived but are much bigger than expected. Further discussion needed for their placement etc.

Money available in the Rejuvenation fund for bulbs/plants/compost.

Discussion had about sponsorship of the planters and further investigation required, but the Council were in agreement with the principle.

  1. Dog waste bins

Awaiting delivery.

  1. Issues with speeding vehicles throughout the area

Latest letter from LCC read out by Clerk – Cllr Davie requested input into this issue and all details to be passed to him.

  1. Finance

A full financial statement will be issued in the October meeting (as per usual), but the Clerk reported a total of £14768 in the bank, but pointed out this included the monies to redevelop the Island at Anderby Creek, the latest cheques to be written, and the Avert and Rejuvenation funds.

  1. Churchyard and village maintenance requirements

The Church need £2000 for WC and water supply to the graveyards. Cllr Johnson suggested applying to TK for this money, with a note that it has a Feb 23 deadline.

Suggested and agreed that all Notice Boards etc in both Anderby and Anderby Creek should all be one colour (not now the case).  The Village Hall Committee to look at the notice board etc at the bottom of the village.

  1. Review of cemetery fees

Clerk to enquire with other parish councils as to their view on these fees.

  1. Discussion on any fundraising/grant’s requirements

A reminder was given to all present that the monies already awarded – has to be spent before more can be applied for.

  1. Agree purchase of Poppy Wreath & Christmas trees

The PC purchased an artificial poppy wreath last year, and this can be used again this year.

The Christmas Trees – the PC agreed to spend up to £200 on this, but this includes a semipermanent pot to hold one tree in – a google search revealed that this would cost at least £40 and Cllr Johnson to make enquiries to a garden centre).

  1. To approve Clerk’s submitted pay request.

    1. Retrospective permission for Gardening Services – approved for £293.70
    2. Planting costs - approved for £26.98
    3. Village Hall rental (12 months from Sept.) – approved for £120

A vote of thanks was issued from the PC for all those people actively involved in setting up the Book of Condolence for her late Majesty. Cllr Davie to advise on what to do with the signed pages.

A reminder to be sent to all Councillors regarding the mandatory attendance of Parish Council meetings and the procedures if unable to attend.

The Beach Matt – definite plans need to be in place for its use by Spring next year (2023)

Mention was made about PF22 – the bridge over the ditch which is rotten at one end. LCC have responded to a letter from the PC about this matter and have given the issue a Priority 3. (Meaning – will be done when the funds are available). Contact to be made with RA Garden Services for a quote.
