Anderby Parish Council

 

Minutes Of The Meeting Of Anderby Parish Council  Held Via “Zoom” On 19th October 2020

 

Due to the uncertainty of the spread of Covid-19/Coronavirus and in order to limit the risk to members of the public and elected council members the Parish Council meeting on the above date was held via video conference facility “Zoom”. 

 

There was no Public Forum as no members of the public or press had requested to join the meeting by sending an e-mail to anderbyparishcouncil@gmail.com by 05.00pm on Monday 21st September 2020.

 

Present via “Zoom”:   

Councillors: G. Fisher (Acting Chairman), D. Wood, Gwen Fisher, J. Hayes, L Johnson.  Also, present County Cllr C. Davie.

 

  1. Apologies For Absence – Cllrs D. Simmonds, C. Sears and Dist Cllr P. Hibbert-Greaves offered their apologies.

 

  1. Declaration Of Interest – None received.

 

  1. To Agree The Notes Of Last Meeting - The Minutes of the meeting held on 21st September 2020 were unanimously approved and will be signed by the Chairman when restrictions are lifted.

 

  1. Clerks Report On Matters Outstanding
    1. Traffic calming / speeding through Anderby Village:  Cllrs C. Sears and J. Hayes are consulting with LCC Community Speed Watch for advice on the issue. – Matter ongoing
    2. Additional Rubbish Bins for Anderby Village; A form had been submitted by clerk to ELDC on this matter, no further information had been received.  Clerk to contact Dist Cllr P Hibbert-Greaves for update. Matter ongoing
    3. Barriers: This is an ongoing issue; Environment Agency require a licence to proceed.  Parish Council are willing to pay for the installation of the barriers.  Clerk to investigate the EA Licence application and report back to council.
    4. Parish Web site update:  Clerk outlined the new requirements for the web site to be more easily accessible.  Clerk had received a quote for this to be carried out for £250.00.  Cllr D Wood asked to look at the information on this.  Clerk to forward all relevant information to him for review.  Matter on going.
    5. Parish Council Grant (£200.00) for defibrillators.  Following last meeting clerk contacted London Hearts to see if grant could be used for maintenance as there was no requirement for additional units.  Clerk informed that grant could only be used towards purchase of new units not maintenance.  Matter closed.
    6. Parish Council Standing Orders & Policy Documents.  These are being passed around council for signature.  Matter on going.
    7. “Dogs on beach” signs.  Cllr D Wood had spoken to LCC on this issue and 3 new signs had been produced which were presented to council for comments.  All agreed that they were very good and that they should be placed on beach entries as per the map on sign.

 

  1. To Receive Reports From Representatives Of Outside Bodies – County Cllr C. Davie said LCC are responding to ongoing Coronavirus issues.  However, they are suffering staff shortages but are still providing services to the community.  The new Huttoft terrace centre is still planned to open in February 2020.

 

  1. Reports From Other Meetings – No reports presented.

 

  1. Correspondence - Environment Agency – The Coastal Zone Local Development Order dated 2nd September 2020 was discussed by council.  The purpose of the order is to assist holiday parks in their recovery from the economic impact of Coronavirus 19 and broader regeneration of the area.  However, members still had concerns are that with an extended season the parking issues will be escalated.  County Cllr C Davie said that LCC had made representation to government and suggested that the Parish Council did the same.  Clerk to draft an email to be forwarded to government on the issue.  Matter ongoing.

 

  1. Finance
    1. Financial Statement for 1st April 2020 to 30th September 2020 presented by the clerk to council for approval.  All members agreed this as a true reflection of the finance.
    2. Council approved the following payment of £692.49 for Clerks salary and expenses for 13 weeks for July 2020 to September 2020

 

  1. Planning And Maintenance
    1. Grass cutting arrangements for 2020/21 – The current contract is up for renewal.  The current contractor Robert Aldrich had supplied a new annual cost to cover the 3 areas as per the last 4 years as follows:
      1. Churchyard and Cemetery areas = 14 visits at £30.00 = £420.00
      2. Flo Gas Corner = 14 visits at £25.00 = £350.00
      3. Village Green = 14 visits at £15.50 = £230.00
      4. Therefore, total cost per year = £1000.00 this will run until October 2023.

Council agreed this was a very fair price and agreed to use this contractor for next 3 years.Cllr J Hayes asked could the trimming of the cemetery trees and bushes be included in the contract. Clerk to get quote for this rom Mr Aldrich and report back to council before a contract is drawn up.Matter on going.

  1. Cemetery Fees – These were reviewed by council who agreed that they should remain as before with no increase.
  2. Churchyard and village maintenance – Churchyard maintenance covered under Item 9a) iv.  The chair asked County Cllr C Davie if the Grit Bins could be filled in preparation for winter. County Cllr C Davie will investigate this.  Matter on going.
  3.  Fundraising/Grants – Discussed by council the question asked is there a register of grants that are available.  Clerk to investigate.  Matter ongoing.
  4. Village Christmas Trees – These were discussed and agreed that they would be provided again by the Parish Council.  Cllr D Wood to investigate costs etc with a maximum of £100.00 per tree agreed.

 

  1. Date Of Next Meeting – It was agreed that the next meeting would be on Monday 16th November 2020 subject to confirmation

 

  1. AOB – The following issues were raised by members:
  1.  Land opposite “Roses” This is an eye saw and needs to be maintained.  The subject of responsibility was discussed but until actual ownership can be confirmed nothing can be done. Cllr D Wood to investigate the actual ownership and their legal responsibilities.  When this has been established further action can take place.  Matter ongoing.
  2. Extra “Dog Bins for Anderby” – Clerk to contact Dist Cllr P Hibbert-Greaves for an update.
